Naples, the gang of fake certificates: doctors, nurses, entrepreneurs and municipal employees. ALL THE NAMES

There are a total of 96 people under investigation in the major investigation by the Naples Public Prosecutor's Office, which led to the execution of 69 precautionary measures (18 in prison and 51 under house arrest), and revealed an illicit system that profited from cremations and burials, with the involvement of forensic doctors, municipal employees and funeral companies.

The crimes contested range from criminal association aimed at corruption to fraud against the National Health Service, through material and ideological forgery, embezzlement and extortion.

A well-oiled system: doctors, funeral companies and municipal employees

The organization, well-rooted in the Neapolitan territory, was headed by five medical directors of the ASL Napoli 1 Centro, forensic medicine sector: Margherita Tartaglia, Romano, Luigi Rinaldi, Bruno Genovese and Federico Amirante.

Added to these are well-known entrepreneurs in the funeral sector, including Bellomunno, Tammaro and Trombetta. The criminal system made use of a network of collaborators, including funeral company representatives, procurers linked to the world of civil invalidity, public employees of the Cemetery Office and the Registry Office of the Municipality of Naples.

The modus operandi: fake certificates and bribes

The heart of the illegal activity revolved around the issuance of false medical certificates. Forensic doctors, upon payment of sums of money, issued autopsy certificates falsely attesting that the death had occurred at the deceased's home, without carrying out any examination.

In reality, the documentation was drawn up and delivered directly to the offices of the Health District 24 of Naples, in via Chiatamone 33, to the funeral directors. This allowed for the acceleration of funeral procedures, including cremations, bypassing the DNA sampling and without the written authorization of the family members.

In addition, medical examiners issued false disability certificates, which were used to unduly obtain parking permits for disabled people. Funeral homes, in turn, charged customers for the costs of bribes paid to doctors, passing them off as part of the funeral service.

The role of municipal employees: irregular authorizations and omissions

Municipal employees of the Civil Status Office played a crucial role in the system. In exchange for money or other benefits, they issued irregular authorizations for the transportation and cremation of bodies, based on false medical certificates.

They also failed to verify the authenticity of the signatures placed by the family members on the cremation authorizations, allowing the falsification of documents. In some cases, they also disclosed confidential information, alerting funeral directors to ongoing investigations to allow them to hinder investigative efforts.

The evidence: wiretaps and investigations

The investigations, conducted by Carabinieri of the NAS of Naples, have brought to light the corruption system through environmental and documentary interceptions. It emerged that the forensic doctors drew up the false certificates directly in their offices, where the funeral home referents went with all the necessary documentation.

Irregular authorizations and omissions by municipal employees have allowed funeral homes to perform funeral rites without the legal requirements, ensuring a faster but illegal service.

The GIP's conclusions: a stable criminal association

In the 350-page precautionary order, the Judge for Preliminary Investigations Fabio Prpvviser emphasized how the illicit conducts evidence a stable associative agreement, with each member aware of being part of a criminal association. The illicit activities, systematic and long-lasting, allowed the funeral entrepreneurs to profit, while doctors and municipal employees guaranteed the necessary cover to evade controls.

A system to be dismantled

The operation by the Naples Prosecutor's Office brought to light a criminal system that exploited the bureaucracy and the fragilities of the health and funeral systems.
