Caserta, “Villa Mele” still open despite the stop due to serious irregularities

The "Villa Mele" nursing home still houses seven people despite serious irregularities discovered during an inspection by the Caserta Carabinieri NAS Command on August 31, 2024. The inspection highlighted the lack of the necessary authorizations to operate the facility properly.

New Municipality Ordinance: “Immediate Closure”
With the executive order no. 173 of 18 November 2024, the Municipality of Mondragone has ordered the immediate closure of the facility located in via Matilde Serao. This is the second measure issued in a few weeks.

The irregularities, also confirmed by the reports sent by the Social Policy Area of ​​the Municipality of Castel Volturno, include the presence of seven elderly people hosted as of November 15, 2024, despite a previous ordinance having already imposed the cessation of activities.

The violations concern the failure to comply with Law 328/2000 on social services and Regional Law 11/2007 on dignity and social citizenship. These regulations require that the facilities have authorization titles, the absence of which constitutes an illicit activity.

The ordinance requires the owner to immediately stop all activities and provides for checks by the Municipal Police Command and the Social Policy Area to verify compliance.

The owner can appeal:

Within 60 days to the Regional Administrative Court (TAR);
Within 120 days to the President of the Republic, as required by current legislation.
