Rome – Car insurance costs are rising again in Italy, with increases that weigh especially on new drivers. According to Ivass data, between January 2021 and July 2024, RC Auto premiums increased by an average of 12,6%, reaching 398 euros. After a long period of decline – between 2014 and 2021 there was a 25,3% reduction in nominal terms – the trend has reversed, driven by post-pandemic inflation.
Increases of over 20% for under 25s
According to the Codacons, the price increase continued even after July 2024, reaching an average of 416 euros per policy in November, with an overall increase of 1,7 billion euros compared to 2021. New drivers are the most penalized, with increases of over 20%, while for the over 60s the increase stops at 12,1%.
Strong territorial differences
The cost of car insurance varies significantly depending on the province: Naples holds the record with an average of 600 euros, while Enna records the lowest value (293 euros). Several provinces exceed 500 euros of average expenditure, including Prato (586 euros), Caserta (537), Pistoia (518), Florence and Massa Carrara (507). In Rome the average premium is 487 euros, in Milan 404 euros.
Car insurance and increases higher than repair costs
Federcarrozzieri reports that premium increases are not proportional to the increase in repair costs and spare parts, suggesting that the insurance sector is applying excessive increases. Furthermore, Ivass points out that policy prices respond with a delay of about nine months compared to the trend of inflation.
Codacons: “A blow for motorists”
Codacons defines the increase as a real “blow” for Italian motorists. Compared to 2021, the average cost of insurance policies has risen by 52 euros, going from 364 to 416 euros in November 2024. The generation gap is evident: young people under 25 pay increases almost double that of more experienced drivers.
While Italy records a 10,1% increase in insurance costs, lower than the European average of 19,6%, the problem remains: driving is increasingly expensive, and those who pay the price are especially young people.

The increase in car insurance is a serious problem, especially for new drivers who have to face very high costs. Also, it seems that prices do not always follow the cost of repairs, so there are many injustices in the system.
