The Cisl Fp of Napoli in taking note of the press release published on the institutional website of the Municipality of Ercolano in which Mayor Buonajuto last August 25th exposed his vision of the facts relating to the closure of the municipal nursery school, feeling the duty to expose his considerations on the matter, so that there is completeness of information elements that provide the real account of what happened, he wrote an open letter to the employees of the Municipality.
"The undersigned first of all recalls and highlights that, never ever, the Trade Unions would have accepted and shared the closure of the complex in via Marconi, indeed this decision, like the others regarding cuts to the employees of the Municipality of Ercolano, were strongly contested first in the political debate of the union, and then resulted in a real protest to protect the workers. So much so that while the rebalancing plan was being approved in the City Council, without taking into account the observations of the workers' representatives, the Trade Unions unitedly, by virtue of the already proclaimed state of agitation, demonstrated their displeasure with a sit-in, held in the spaces in front of the entrance to the Town Hall, against a recovery plan that was too rigid towards employees who were not guilty of a financial crash that was generated by faults not attributable to them!
A rebalancing plan, which among other things in sheet no. 2 of the PRFP, called 'Refunctionalization of municipal premises currently used as a municipal nursery school', envisaged a repayment (with the closure of the school structure) of sums over a twenty-year period equal to approximately 5% of the overall debt, which is remembered to amount to just under 38 million euros.
Furthermore, for a complete reading of the data, it is useful to remember that the presumed savings following the closure of the school were composed of two components: a certain and well-defined quota linked to the utilities (20.000 euros) and a potential quota obtainable following the reconversion of n.2 units of staff to be assigned to park custodians obtaining a probable suppression of the existing service contract (79.000 euros). It should be specified that the sums mentioned above must be considered gross of the MIUR funding aimed at private nursery schools that the Municipal Administration of Ercolano annually collected pursuant to and for the purposes of the current provisions on the matter.
Well, by virtue of the economic accounting data expressed so far that does not seem to have a decisive and consistent impact on the return objective, considering the damage to the professionalism that the workers would have suffered with the application of the provisions of the return plan, taking into account the deprivation of the citizen-user of a fundamental service and given that no procedure seems to have been started for the transfer of the complex to the Metropolitan City of Naples to include classes of the Higher Secondary School present in the territory, how could a Union have agreed to the closure of the school, as stated by the legal representative of the Municipality of Ercolano?
Therefore, the aforementioned degeneration of democracy occurred when the Mayor did not govern the processes – publicly promised to the employees –:
– conversion of the professional profile of teacher with preservation of acquired rights and consequent assignment to the Municipal Library, for those who were interested in remaining in the roles of the Ercolano Institution;
– transfer to other Administrations for female workers who have expressed their desire to continue practicing their professional activity as teachers.
Indeed, as far as this last point in the list is concerned, the Municipality of Ercolano, despite the continuous and repeated requests through short channels and official channels formulated by the Cisl Fp Napoli, so that an employee could obtain the legitimate 'no objection' to transfer to another municipal administration to continue her career as a teacher, has not yet expressed a formal opinion in this sense - even if the denial has been unofficially communicated - causing a young employee, WINNER OF A PUBLIC COMPETITION, to lose a life opportunity, condemning her to who knows what functional qualification in who knows what municipal office.
In light of what has been expressed so far and without wanting to further fuel useless and sterile controversies, which would not resolve the demotivating problems created for the workers, this OS concludes this open letter with a representative phrase by Giulio Pastore:
“We must know how to be authentic leaders and we are such to the extent that we do not make ourselves strangers to the concrete problems that beset workers. It is not a question of going towards workers, but of living among them.”
