Agreement between the Municipality of Napoli, the Court of Naples and the Interdistrict Office for External Penal Enforcement of Campania (UEPE) to have those convicted and admitted to probation carry out community service at the offices of the municipal administration and the ten Municipalities.
According to the protocol, the administration will be able to accommodate up to a maximum of 50 people. "It was a joint effort done in recent months between the Municipality and the Court to give an opportunity to those who have been convicted and are in a phase of reintegration into society - said the mayor, Gaetano Manfredi - thanks to this agreement, the municipal administration can be used as a place where these people can redeem themselves and fully re-enter the community. I believe that it is an act of great civility and the Municipality is at the forefront of this reintegration process".
The expiation of the sentence through the performance of community service is aimed at achieving the main purpose of the sanction: the recovery of the convicted person and his reintegration into civil society. In recent years, the legislator has expanded the scope of the penalty of community service to numerous and different criminal offences that have configured community service as a method of reparation of damages connected to the execution of various sanctions and penal measures that are carried out in the community.
"I am truly very happy that the protocol is between two such significant local institutions - underlined Elisabetta Garzo, president of the Court of Naples - this initiative represents once again a meeting point, a synergy and I hope that in the future this can benefit from good results in favor of people who have run into difficulties, in problems with criminal justice but who absolutely have the right to redeem themselves".
According to the signed agreement, the Municipality will have the possibility to welcome in its offices, which will make available, the convicted and those admitted to the trial for the performance of public utility works. The municipal administration will also have the possibility to avail itself of third sector entities for the free reception of convicted and accused for the performance of public utility works following the stipulation of a specific agreement.
"The application of the convention has great value not only for the person who carries out the work activity but also for the community - highlighted the Welfare Councilor, Luca Trapanese - and represents an important tool aimed at reducing the use of prison sentences and to offer prisoners the concrete possibility of taking responsibility and resocializing themselves". Claudia Nannola, director of the UEPE, was also present at the signing.
