Your medical history enclosed in a single electronic health record and the challenge to reduce waiting list times with the introduction of the dashboard, a tool capable of publishing a quarterly monitoring of waiting times. These are the two initiatives – linked to each other – implemented by the Campania Region to “make the revolution and be the first region also on waiting lists” as promised by the Campania governor Vincenzo De Luca who presented them today in the regional council chamber.
We start with the electronic health record, a direct evolution of the citizen portal: "We are the first in Italy in this - claims De Luca - on a single portal our fellow citizens can use services such as the registry office or the choice of a general practitioner through Spid or electronic identity card. A year ago we started from scratch. In January the reports present in the file were 84 thousand, today they are over six million, a national record. And we want to grow further, the goal is to report all the data of the accredited private sector in addition to those of public structures: a digital revolution.
There is some resistance from the accredited private sector – observes De Luca – but we have made it clear that for those who do not comply with the obligations we will block payments. The goal is to collect in a single digital document the entire history of the individual citizen, all while respecting privacy”. The file, in fact, can be used by the citizen who can download his or her health history, from vaccination to operations performed, as well as by the doctor who can have in a single document the immediate photograph of the patient's health situation but only with the prior authorization of the interested party.
The holder of the file, in fact, can make the data available that he/she deems appropriate and keep the others confidential. The health file is part of a broader project to overcome waiting lists: "A national evil - De Luca emphasizes - I read that in Lazio it takes a year and a half for a mammogram in a public facility. In Campania, despite the lack of staff, 10/15 thousand units less, and the lack of resources, we are in the national average. However, this remains an unsatisfactory figure". There are 69 outpatient services identified by the national plan for the management of waiting lists that must be guaranteed based on the priority class assigned by the prescribing doctor. Within 72 hours for the urgent service up to 120 days for the scheduled one.
"We will activate within a few weeks - De Luca announces - by May could be a suitable period, the regional dashboard, a monitoring system thanks to which every citizen will have the necessary information on waiting lists. We will update the dashboard every three months. Here too, it will be necessary to involve the healthcare workers of the accredited private sector. We are thinking of a single regional booking centre and in the city of Naples we will foresee three optimal territorial areas to have the requested service in the available structure. Every citizen will know which structure, public or private, is able to provide the requested service".
The problem of staff to dedicate to waiting lists remains at the bottom. "The waiting lists must be cleaned up - warns de Luca - just by cleaning up the old lists, 40% of waiting times can be saved. Even the very urgent service within 72 hours must have a single booking center. We are confident - concludes the governor - of putting together an effective system".
