A memorandum of understanding was signed today between the Guardia di Finanza andUniversity of Napoli Frederick II, with the shared objective of ensuring a safeguard of legality to protect the correct use of the program's resources Next Generation US, with specific regard to the interventions financed by the Pnrr and from Complementary plan.

Agreement between Guardia di Finanza and University of Naples
The protocol agreement – signed by the Rector, Professor Matteo Lorito, and by the Provincial Commander of the Guardia di Finanza, Brigadier General Paul Borrelli - “is based on the shared belief that measures such as the PNRR require the closest synergy between the public entities involved, also in line with what is required by European regulations”.
The institutional agreement formalized today, in particular, provides that the University shares with the Guardia di Finanza, as the economic-financial police force with general competence, data, information, qualified news, fraud risk assessments and context analysis useful for the prevention and repression of irregularities, fraud and abuse.
Ultimately, the collaboration is part of a broader framework of constant institutional attention to the correct use of public resources, which sees the Guardia di Finanza and the University committed, according to their autonomous attributions, to guaranteeing compliance with legality, transparency and effective implementation, also in the phases of finalizing resources as well as the concrete implementation of the funded projects.
Statements by Rector Lorito and General Borrelli
Matteo Lorito, Rector of the University, declared: “The agreement signed with the Guardia di Finanza is an important step in a difficult path of correct management of a significant amount of public resources derived from the PNRR projects”.
“The University of Federico II, thanks to a high level of planning and organizational capacity, leveraging the restriction of allocating a portion of the funding for scientific research to the South, has been the winner of a number of projects exceeding all expectations”.
“This opportunity, seized with a great sense of responsibility by a structure accustomed to operating with transparency and efficiency despite the difficulties posed by the economic and social context in which it operates, requires an additional effort to prevent and avoid irregularities, fraud or abuses that could put at risk entire projects of strategic interest for the country”.
