Aversa Prison: Inmates with serious mental illnesses still detained, the Guarantor's complaint

Aversa. Il Garante campano dei detenuti, Samuele Ciambriello, denuncia la situazione insostenibile di due persone con gravi mentali detenute nel di , nonostante il magistrato di sorveglianza ne abbia decretato l’incompatibilità con il regime detentivo.

“They shouldn't be in prison, yet they've been interned for months” Ciambriello says after a visit to the Caserta prison, which has a regulatory capacity of 43 places but currently houses 65 people. “I found two people buried alive” continues the Guarantor, highlighting the inadequacy of the prison to manage inmates with serious mental problems.

According to Ciambriello, these two inmates should be in a REMS (Residence for the Execution of Security Measures) or an alternative facility. “There is ongoing discussion about whether to open new REMS or more alternative facilities” complaint, "but in the meantime other prisoners with the same pathologies continue to be in prison. Whose fault is it or the omissions of these buried alive in the prisons of Campania?".

“I heard the cry for help from the internees”

The Guarantor calls for decisive action to address this unacceptable situation: “I am tired of superficial and ideological answers. I have listened to the cry for help of inmates who feel the slowness of judicial procedures weighing on their lives. Prisoners and inmates ask for more certain and faster times. We need a supervisory magistrate only for inmates” concludes Ciambriello.

The episode of Aversa re-focuses the spotlight on the lack of adequate facilities for prisoners with serious mental illnesses in Italy. A problem that requires urgent intervention by institutions to ensure respect for human rights and protect the health of these vulnerable people.
