Naples. The limitations on the number of accesses permitted on the free beaches di Posillipo.
This is what was established by the Municipality of Napoli and the Port System Authority of the Central Tyrrhenian Sea which, together with the concessionaires, have signed an integration to the collaboration agreements for the use of the free beach included between Palazzo Donn'Anna and the limit of the state concession of Bagno Ideal and the beach of the Monache and the stretch of free beach included between Palazzo Donn'Anna and the limit of the state concession of Bagno Sirena.
The integration became necessary after the order of the seventh section of the Campania Regional Administrative Court which imposed a review, by August 14, of the agreements signed last May, but without suspending their effectiveness.
The limitations on the number of permitted accesses are therefore confirmed, which have been calculated on the basis of the provisions of the Adsp ordinance which regulates tourist-recreational activities on public maritime property.
The measure also establishes the minimum distances between umbrellas to ensure decorum and eco-sustainability.
The regulatory parameters lead to identifying the maximum number of occupants for the Donn'Anna beach at 70, reduced to 50 as a precaution, and 900 units for the Monache beach, reduced to 450 as a precaution.
The need for caution is linked in the first case to the circumstance that the public beach has as its only nearby access a concession area, the Ideal bathing establishment, which also represents the first escape route in case of emergency.
In the case of the Monache beach, however, the beach is located much lower than the public road and is closed; access via Posillipo 357, in fact, occurs exclusively through a steep private staircase granted on loan for use to the Sirena beach by the private condominium. In both cases, the hours of use of the beach are tied to those of the managers of the private beaches through which access occurs.
With regard to the need not to penalize the weakest segments of the population, the collaboration agreement provides for free access, and without online reservation, to members of protected categories and those over 70.
Furthermore, the limit of daily entries that can be booked by each user has been increased from 3 to 6. Finally, the provision that allows access to minors only if accompanied by an adult remains, adopted to prevent episodes of public disorder caused by minors, as happened in the past.
In a note, the Municipality of Naples underlines that "it is not possible to cancel the restricted number" but "in agreement with the Port Authority and the concessionaires" it has been able to make access without reservations possible for the elderly and the frail.
It also recalls that "this year the offer of equipped beaches and bathing sea, completely free, is greater along the entire coast and this allows for a diversified offer in terms of location, services offered, access times;
the Municipality is also receiving offers to set up reading spaces, open-air cinema, sporting events and hosting numerous initiatives. All this with a view to continuing with the expansion of municipal beaches accessible to citizens and tourists”.
