A true judicial earthquake has shaken the world of insurance with the operation coordinated by the Public Prosecutor's Office of Santa Maria Capua Vetere. A thorough investigation, conducted by the Carabinieri of the Investigative Unit of Aversa and the NAS of Naples, has led to the execution of 23 precautionary measures: 22 house arrests and an obligation to sign. Doctors, lawyers, false witnesses and business brokers were involved, all accused of being part of an organization dedicated to insurance fraud.

The investigations, which began in 2019 and have continued to this day, have revealed a sophisticated system of fake road accidents that has generated compensation requests for a total of four million euros. The Prosecutor's Office had initially requested 54 precautionary measures, but, in light of the interrogations carried out on the basis of the Nordio Law, the preliminary investigations judge reduced the number to 23. Among those under investigation, 17 are also charged with criminal association for the purpose of fraud.
The base of operations: a fake physiotherapy center in Casal di Principe
The beating heart of the organization was in Casal di Principe, where a fake physiotherapist ran a center for therapeutic treatments, now seized. In addition, the NAS identified and seized three other diagnostic centers between Caserta and Naples, where false reports were drawn up to certify injuries and treatments that were never performed. Part of the seized medical equipment was donated to the San Giuseppe Moscati hospital in Aversa.
Pandemic and priority triage for false victims
The investigation revealed a shocking detail: the false victims they showed up at emergency rooms even during the pandemic, getting priority access over patients with real needs. Two hospitals in particular, Maddaloni and Marcianise, involved compliant doctors who certified nonexistent injuries.
During the press conference, Colonel Manuel Scarso, provincial commander of the Carabinieri of Caserta, underlined the complexity of the investigation, to which the prosecutor Pierpaolo Bruni, Lieutenant Colonel Alessandro Cisternino and Major Michelangelo Piscitelli also contributed.
With a total of 504 people under investigation, the operation represents a severe blow to the insurance fraud system, highlighting the need for greater vigilance in a sector often vulnerable to manipulation.
