The recent legislative decree introduced a series of significant changes regarding various areas, from the management of sports work to anti-doping justice, and from resources for football audiovisual rights to school education. Article 3 of the decree modifies the rules relating to sports work performances by Public Administration employees, aligning them with the new needs of the sector.
Article 4 establishes that Nado Italia, the national anti-doping organization, assumes legal personality under private law as an independent technical agency. Among its tasks, the exercise of anti-doping justice stands out, a fundamental step to guarantee the integrity of sports competitions.
Article 5 intervenes on the legislation that regulates access to resources deriving from the commercialization of audiovisual rights relating to football championships. It is also conferred to the CEO of Infrastrutture Milan Cortina 2020-2026 Spa the role of extraordinary commissioner for the construction of specific complementary works in the sports sector.
The decree strengthens the specialization courses, introducing a new extraordinary and transitory training offer provided by the National Institute for Documentation, Innovation and Educational Research (Indire). Training courses are planned for the educational support of students with disabilities and measures to ensure the continuity of temporary teachers. Furthermore, interventions are introduced to promote the scholastic integration of foreign students.
An important new development concerns the interregional mobility of school principals for the 2024/2025 school year. Article 13 modifies the rules regarding the evaluation of school principals starting from the same school year. Article 14 introduces new provisions on the duration of service abroad for school personnel. Those who have served abroad for no more than five school years may opt for a single period of nine consecutive school years, or two periods of six years each separated by at least six years of service in Italy.
The deadline for the conclusion of the transitional regime that allows universities and other institutions to launch procedures for the awarding of research grants, according to the legislation prior to the 2022 reform, has been postponed. Article 16 modifies the composition of the support structure of the extraordinary commissioner for the construction of university housing, with the aim of ensuring the achievement of the objectives of the National Recovery and Resilience Plan (PNRR).
