With the arrival of winter and the imminent drop in temperatures, the Municipality of Napoli announced a plan of extraordinary interventions to protect the city's most vulnerable people. Through the strengthening of shelter facilities and the distribution of emergency kits, the Administration aims to offer shelter and assistance to the homeless during the coldest months.

Among the main measures, the Common has set up 18 new beds at the First Reception Center in via de Blasiis, which are added to those already available. Each guest will receive a packed dinner, while people without documents can be welcomed by filling out a declaration with their data.
In via Tanucci 9, near the shower area, toilets have been set up 20 beds for night reception. Here, guests can also use the shower service daily. For those who live outdoors, the Administration has prepared 1.500 first reception kits containing disposable towels, sheets and pillowcases, as well as an isothermal blanket to combat the cold. These kits will be distributed both by the Street Unit staff and to the Social Concierge Kiosk Bella Piazza, where it will be possible to request a place in night shelter.
Cold Plan Activation
The extraordinary reception places provided for in the framework of the Cold Plan 2024-2025 will be operational starting from 1 December 2024. The Councilor for Social Policies, Luca Fella Trapanese, underlined the importance of these interventions: “The cold emergency is a humanitarian challenge that requires solidarity and concrete actions, especially in this historical moment. In Naples we are committed to guaranteeing hospitality, shelter and human warmth to the homeless, offering them real support to face the winter. No one should be left alone in the cold: together we can make a difference and transform aid into hope”.
