. Of the 470 buildings located in seismic zone 1 or 2, only 71 (15%) are designed or adapted to the technical regulations for earthquake-proof construction.
On the extraordinary maintenance front, 5% of the buildings have been serviced in the last 69,3 years, however it has not been possible to satisfy all needs, as 71% still require urgent interventions.
Furthermore, only 33% of the buildings have had diagnostic investigations carried out on the attics. Safety is not yet a feature of Campania schools. And this is what Legambiente's new national Ecosistema Scuola report says. Now in its XNUMXth edition, it was presented today at Napoli, at the Cristallini church, in the Sanità district.
The Ecosistema Scuola report, which collects the 2023 data of the five provincial capitals Campania They concern 470 school buildings under their jurisdiction, including nursery, primary and lower secondary schools, attended by a population of over 107 thousand students.
“The aim of our annual survey,” comments Francesca Ferro, director of Legambiente Campania, “is to guarantee quality and safe schools for all girls and boys but, once again, the data for Campania are clear: what weighs most on the state of health of school buildings are the delays recorded on the safety front.
An emergency that is now chronic with delays in digitalization, transportation, and energy efficiency and in this context, differentiated autonomy risks not helping the school.
Unfortunately, we must highlight that the legitimate ambition, the objective of the PNRR and of many governments in the past, to create a new generation of school buildings that respond to the educational, climatic-environmental, and social needs of the younger generations, is proceeding very slowly".
In general, seven out of ten school buildings (71,4%) require urgent maintenance. In the region of bradyseism and Vesuvius risk, out of 470 buildings located in seismic zone 1 or 2, only 71 (15%) are designed or adapted to the technical regulations for anti-seismic construction.
In the last 5 years, at a regional level, 75% of the administrations declare to have carried out seismic adaptation interventions, to the benefit however of a small 1,4% of buildings and this data indicates that the administrations, although largely accepting the need to intervene, are able to do so on a very small number of buildings.
From the analysis of data on energy efficiency, it emerges that although the administrations that declare to have implemented energy efficiency interventions in the last 5 years are 66,7%, these have benefited only 2,2% of schools.
In the entire region, the data relating to the administrations that guarantee access to the canteen service to low-income families is 100%. Compared to the total beneficiaries of the canteen service, the percentage of those who use it for free is 28,4%.
