This morning, the Carabinieri Group of Castello di Cisterna executed two precautionary measures, issued by the Court of Naples North at the request of the local Prosecutor's Office, as part of an investigation into alleged irregularities in waste collection contracts.

The alleged crimes
The charges brought against the suspects include bid-rigging and corruption in the context of tenders for the awarding of the integrated waste collection service. The investigations, which began in 2018 and lasted about three years, brought to light an alleged “system” of corruption and manipulation of contracts, orchestrated by administrators and public employees in collaboration with entrepreneurs and fixers.
Seizures for 200 thousand euros
In addition to the precautionary measures, seven preventive seizures were carried out for a total of approximately 200 thousand euros, corresponding to sums unduly received through corruption.
Investigation Details
The investigations initially focused on the Municipality of Marano di Napoli, where a criminal association was identified involved in numerous crimes against the Public Administration, including corruption, bid-rigging, fraud and forgery of public documents. Subsequently, the investigation was extended to the Municipality of Giugliano in Campania, revealing an alleged corruption system linked to the awarding of a 122 million euro tender for the integrated service of collection of solid urban waste for the seven-year period 2020-2027.
Significant Involvements
Among the recipients of the measures are the former Superintendent of Public Works of Naples and the former mayor of Giugliano, both subjected to preventive seizures of 45 thousand euros each. During the investigations, assets and sums have already been seized, including 60 thousand euros and a valuable watch, as part of bribes intended to favor companies in the awarding of contracts.
The investigative activity continues, involving further subjects linked to local administrations and companies operating in the waste sector, for which no precautionary needs have been identified.
