In particular, the Court of Auditors highlighted how the rule that provides for the transfer of part of the funds allocated to the program 'Towards a safe and sustainable hospital' from the Pnc to the Fund pursuant to art. 20 has significant consequences on spending for investments in the health sector.
The concerns of the Court of Auditors mainly concern the overall reduction of resources allocated to investments in healthcare, the impact on regional investment programs already underway and the delay in the implementation of projects due to the lack of adequate financial space.
The Court of Auditors also highlighted how the rule will lead to further reductions in resources earmarked for investments and will also burden the Fund pursuant to art. 20 with the increased costs resulting from increases in project prices that were originally borne by the PNC.
The Government has shown irritation with the critical judgment expressed by the Court of Auditors on the Pnrr decree, so much so that an official response is being worked on that should be made public shortly. The government has noted with perplexity the detailed analysis of the Court of Auditors on the decree and is preparing to provide a response regarding this judgment.
