Castellammare – "Tommasino Luigi was killed because, while he continued to bring money to the D'Alessandro clan, he fell victim to a peculiar scheme: part of that money was stolen by Sergio Mosca. At this point, since it wasn't possible to kill him, who was still Pasqualino D'Alessandro's father-in-law, it was decided to eliminate the city councilor, meaning he needed to be silenced."

This was stated by Pasquale Rapicano, one of the historic informants of the Castellammare di Stabia Camorra, who in a statement dated February 25, 2020, responding to the prosecutors of the Naples DDA, reconstructed several murders that occurred in the 2000s, including that of the Margherita municipal councilor – killed on February 3, 2009 – and those of D'Antuono and Donnarumma.

Rapicano offers investigators a particular motive for Tommasino's death, silenced to prevent him from revealing the misdeeds of Sergio Mosca, with whom he was allegedly in cahoots, but also because Mosca himself was considered 'untouchable' by the clan.

Rapicano then adds: “The fear that Tommasino might speak out was linked to the fact that, if he had been summoned by Paolo Carolei and other top figures in the clan to demand an account and explanation for the missing funds, he might have revealed that part of the money intended for the clan had been unduly seized by Sergio Mosca.”

In support of his version of events, the collaborator of justice adds that the motive behind Tommasino's death was confirmed by other members of the clan such as “Antonio “'o guappone” in the 2015 meetings, as well as by Giovanni D'Alessandro Giovanni and by Ettore Spagnuolo, when the latter went on leave”.

A version different from the procedural reconstruction

Rapicano's version of the motive that armed the D'Alessandro clan's killers does not perfectly match the investigative findings and the trial history for the city councilor's death.

After identifying within a few months the men who participated in the 'fire battery' to kill Tommasino – Salvatore Belviso, Renato Cavaliere, Catello Romano and Raffaele Polito, all members of the D'Alessandro clan – Vincenzo D'Alessandro and Sergio Mosca were sent to trial in 2025 for having instigated the murder.

Rapicano's version, therefore, deviates from what is and will be the procedural history of the instigators of the crime.

The connection with the dissolution of the City Council

The order served today on 11 suspects from the D'Alessandro clan for the illegal betting affair run by boss Paolo Carolei, which contains Rapicano's statement, is intertwined, in the reconstruction of the high-profile murder, with the report on the dissolution of the Castellammare di Stabia city council.

The names of informant Pasquale Rapicano, Luigi Tommasino, and the D'Alessandro clan appear multiple times in the prefect's report that led to the early termination of Mayor Luigi Vicinanza's administration. This connection, according to investigators, confirms the age-old entanglement between local clans, particularly the D'Alessandro clan, and local politicians.

A plot that would never have been broken and which, in fact, has festered to the point of leading to the current dissolution of the city council.

The prefectural relationship and the air conditioning system

The passage in the report detailing this long trail of collusion is significant. Regarding the murder of city councilor Tommasino, elected with votes from the "La Margherita" list, it states: "Within a few months, the perpetrators of the murder were identified and arrested: Salvatore Belviso, Renato Cavaliere, Catello Romano, and Raffaele Polito, all already known to be members of the D'Alessandro clan."

The procedural history of the murder has revealed what, according to the commission that drew up the report, is a system still in vogue today, nearly twenty years later.

"The investigations, and subsequent convictions against the four, revealed a close relationship between the political system and mafia gangs," the report states. "The picture that emerged showed how the clan's interests were not limited to violence and intimidation, but also included entrenchment in the administrative system, through informal influence and active participation in political life."

From 2009 to today, a story that continues

The investigation into the crime led to the appointment, in November 2009, of an access commission which, despite highlighting serious irregularities in the management of the Municipality, established that there were no grounds for dissolution.

Despite such a serious episode that highlighted the Camorra's permeability within the institutions, 'history' has continued to repeat itself to this day.

Politics has failed to sever the umbilical cord that ties some elected officials to the cancerous, criminal underbelly that holds the city hostage from a criminal, business, and social perspective.

An emphasis that could not be missing in the dissolution report, which reads:

"It is worth noting, however, that despite the gravity of the events, the political fabric has not been significantly affected, so much so that subsequent elections have not seen a genuine renewal of the political class."

History has repeated itself and continues to repeat itself. A dark page that the city of Castellammare cannot change, cannot turn over.
